Change the name on your electricity bill

Bought a house, moved into a rental, or inherited a property? Transferring the meter to your name is a Rs. 500, 7-day process at every DISCO in Pakistan — MEPCO, LESCO, IESCO, K-Electric and the rest. Here's the exact documents, fee schedule, and what to do if the previous holder refuses to cooperate.

Common mistake: paying arrears in the old name

Never pay outstanding arrears in the previous holder's name after taking possession. Under the Consumer Service Manual, unpaid arrears are attached to the meter — but if you pay them without first getting a No-Objection Certificate (NOC), you have no legal claim to a refund from the previous owner. Sequence:

  1. Get a "clear-dues certificate" from the DISCO showing zero balance as of transfer date.
  2. If arrears exist, deduct them from the property purchase price OR insist the seller pays before signing the sale deed.
  3. Only after clearance, file Form CT-1.

What to do if the previous holder won't cooperate

You don't legally need their signature — you need proof of legitimate occupancy. Options in order of speed:

  • Registered sale deed: the strongest evidence. DISCO must transfer within 7 days once verified.
  • 11-month stamped rental agreement: valid for tenants. Landlord's cooperation not required.
  • Court order: in disputed inheritance cases, a succession certificate from a civil court overrides everything.
  • Field officer verification: if paper trail is weak but you're clearly occupying the property, the field officer's report can carry the day. Give them your possession-letter + neighbour affidavits.
