Do any Pakistani utilities let me check bills by CNIC?

PTCL landline lets you look up an account by CNIC via their customer-portal registration flow. K-Electric's mobile app lets you link a CNIC to a customer number after a one-time SMS verification. No electricity DISCO currently offers CNIC-only lookup for privacy reasons.

What information do I need for the helpline to give me my reference?

Your CNIC number, the exact installation address (house number, street, area, city) and ideally the name on the connection. Helpline agents can look up any connection at that address on their internal system and read back the 14-digit reference.

Is it safe to give my CNIC to a helpline agent?

Yes — 118 is the unified DISCO helpline and the agent only needs the CNIC to authenticate you as the connection holder. They cannot make any account changes over the phone. Do not share your CNIC to unofficial WhatsApp numbers or third-party sites claiming to fetch bills — a real DISCO never asks for CNIC over WhatsApp.

Can I check a rental property's bill with my tenant CNIC?

The DISCO will only release the reference number to the registered connection holder. If you're a tenant, ask the landlord for the reference (it's on any past bill), or check the meter itself — the reference is often printed on the meter cabinet.

Step-by-step

Call 118 from any Pakistani mobile or landline (24/7, all DISCOs). For K-Electric use 118 with the "Karachi" option. For PTCL dial 1218. For SNGPL/SSGC dial 1199.
Give the agent your CNIC and installation address. The agent looks you up on the DISCO's internal SAP/customer system.
Note the 14-digit reference number. Ask for the spelling of the name on the connection so you can confirm it's yours before paying.

Why CNIC-only lookup doesn't exist for electricity

Every electricity connection in Pakistan is registered against an installation address, not a person. One CNIC can be linked to multiple connections (home, shop, farm, tenant properties) and one connection can outlive its original registered CNIC by decades. NEPRA and the DISCOs decided against CNIC-keyed lookup because it would create ambiguity (which of your five connections did you mean?) and privacy risk (anyone with your CNIC could pull your bills).

The PITC portal — the same feed our checker uses — is deliberately keyed on the reference number alone. This is a feature, not a bug: it means no one can look at your bills without physical access to a past bill or a call verified through the helpline.
